In the Philippines, the crackdown on activists and human rights defenders through violence and red tagging has continued to worsen. Activists and human rights defenders, including indigenous defenders, are accused of belonging to communist armed groups and prosecuted on trumped-up charges.

In this process, the State carries out both arbitrary arrests and assassinations - even massacres - under the pretext of fighting insurgent groups. 

In this context, in addition to assassinations, criminalization and harassment, indigenous peoples face bombings, the destruction of their homes and the displacement of hundreds of families.

The situation is exacerbated by aggressions that are linked to the government’s infrastructure-driven economic development and “whole of nation” approach to security.

Most of these projects have gone through anomalous or erroneous free, prior and informed consent (FPIC) processes and even lacked essential documents and authorization to proceed.
